However, provoking civilian unrest when you have no discernable interest within our nation beyond receiving the benefits we provide to you should call your intentions into question. And if those intentions are clearly meant to either turn people against each other, or causing / inciting criminal mischief, we should have the rights to deport you. Obviously there needs to be indisputable evidence of this, but there should be punishment for causing problems within our nation as a foreigner receiving benefits.
