Maybe for some people, but the first and only time I smoked weed I sure had fun.
There's another, much later article (late 60's/early 70's) by a pair of British Criminologists that references the Becker piece. One of the section headings was titled 'Howard Becker, change your dealer!' But even in the early 70's even the very best weed was a hell of a lot weaker than it is today. I think you'd be hard pressed to take a couple of hits of modern pot and not be able to discern any active effects -- something that was fairly common back then.
But I think the point wasn't so much that you don't feel anything, but you may have to learn to enjoy it. Lots of people don't like opioids when they first try them. They'll say things like 'It just made me sleepy and I kept throwing up.' Six months later, they enjoy the effects so much that they'll willingly suck dick for cock, to earn the money to buy their next fix.
