Well, let's be honest here. If charges were applied specifically as 354 counts of 3rd degree murder, we'd be looking at a punishment only applicable for Methuselah; so you kind of have to make things make sense numbers wise and just say "Life" and then you continue to trim the fat to a properly set a reasonable midpoint (If plea optioning is an outlet; and there is always a deal to be made) So you go forward with something that is half life, let's say...20-40; with the hidden intention of setting it to life because the application calls for it. Then you offer something incredibly cushy for the deal, especially if what the guilty party has to offer is valuable. The cushier the deal? The better the info.
Is it a scummy process that makes a mockery of past victims? Yes, however, the main intention is to prevent future victims, or to further the scope of criminal responsibility. When Radonovich and Sbazo are sentenced, they will have no such deals... unless it's confirmed they have foreign state influence. In which, there will be no sentencing, just an arrest and a vanishing, and what happens to them after the fact is a mystery and it's better not to ask.
As per the client sheet goes, depends on the politics of the time on what clients get charged with, if there's a particular need in the political scene to make doxing a crime of the modern, don't be surprised if you see "Charges of intent to commit murder/violence" and possibly solicitation of domestic terrorism or hate crime charges, (if in the United Kingdom) . You'll see sentences of anywhere from 3-5 years for little fish, 10+ for big fish... only if there's a political need for it. If there's no political need for it, only big fish will see years, whereas little fish will be probated out, and monitored more so than they already are.
