I think it happens more often but just isn't publicized. I know of a former restaurant owner who had a suprise I-9 audit that revealed some of his good, long-time employees were illegals, but the audit and its final outcome were never publicized AFAIK.
I've always wondered why goverent couldn't just keep operating until a budget was passed with any adjustments made to staffing/funding made as appropriate. The shutdowns seem to be more of a recent partisan tactic intended to blame the opposing party for the shutdown/stalemate - even if that move ends up backfiring in terms of public perception.
