i actually have experience with this, my ex-girlfriend was the sex educator for one of the worst performing public school districts in the US, and even then you'd have less than a dozen girls under 14 that got knocked up in a given year, and the biggest indicators were 1. if they were dating an older man and 2. if their parents came from a country where AoC was 14. AKA illegals. When the entire culture arounds you says you're an adult at 14 and you're getting a job at some illegal owned company yeah you probably will be fucking too. its like how plenty of americans think college is the norm and you're still a kid even if you're 22, but in the exact opposite direction.
but in general you only really start seeing teenagers start having penetrative sex in high school. there are plenty of middle schoolers sucking dudes off or jacking them off in lower income areas, and plenty that lose their virginity in middle school age, but if you ask for how old they were with their 2nd sex partner, 18 or 19 is a usual response. the biggest BPD pick-me types usually are still in the handjob or BJ phase until high school.
So basically even if you're in the schools where the argument for condoms makes the most sense, you aren't seeing enough penetrative sex on school grounds to justify it. 100% shot the nigger that proposed this is related to the company that will get the contract for this. No reason to have condoms in schools below high school, beyond that most teenagers in areas with high teen pregnancy rates aren't going to use condoms anyways.
