No doubt Elon wouldn't give a fuck about this if he had considered it, I doubt it even crossed his mind - he seemed more occupied by looking at what spending he could spin to attack his enemies. In fact we know he didn't understand one, because he initially thought they were sending money to buy condoms in the Gaza strip, but it was to fund HIV workers in an Ethiopian county called Gaza.

My point was more aimed at the fact that he could irrevocably fuck something up and the consequences would be wildly unpopular among normal people, but people would only see that in years to come. I think Elon would do literally anything for more power and money.

Ironically enough, Elon and his merry band of morons could have wrote some program to seek out the people with tenure, who have moved up pay grades without ever being promoted (as in their title is the same as it was when they started). I'm sure every agency has a ton of those. Heck, I can think of at least 1 person who had been there 10+ years doing basic admin shit, but because they road their job up the ladder, they were paid more than a new-hire supervisor. That's where you find your $100k/year technician or clerk. Or god forbid the lazy HR workers who make onboarding take months instead of weeks.

Firing probationary employees is the dumbest move you can do, as it's new people or people who were recently promoted. If anything, the way they did it shields the actual slugs.
