Indian and Chinese descended Americans aren't "American" even if born here? OK, fine. But not even a 4th generation Chinese who's great-grandparents moved here to work on the railroad in 1880?
Is someone who was born here but their parents immigrated from Brazil able to run? Is that not OK, but it's OK if they immigrated from Poland? Or Russia? Or Norway or (((Israel)))?
Are blacks and Hispanics OK because their ancestors might have been here since the 1700s? What about a Feather Indian from The Rez. You don't get more ancestral American than that, but they could really hate America.
It's just another way of saying "Only WASPS should be able to run for President" but that ship has sailed. The only way you're going to get that rule is in a DOTR fantasy.
We have a mechanism for ensuring loyalty to America--you have to have been born here, and if your parents weren't and indoctrinate you into being a literal Manchurian Candidate who is a sleeper agent for the Old Country, then the voters have to vet you and suss it out.
