Can't classes be stratified based on ability? The most capable children in a top class while they work to a high standard.
I work in education and there are perverse incentives all the way around.
Lets take a look at a teacher in a private school that exists to lets parents not deal with niggerdom.
you have a first grader thats falling behind, most likely has a behavior issue like not wanting to do the work (because he cant and it makes him feel stupid)
The teacher sees all the red flags has a fucking retard kids thats just gonna be more work for her. So she just waits till the end of the school year and tells the kids parents "oh sorry little johny needs to repeat the first grade" The parents get insensed offended and pull little johny out of the school. the teacher is like "oh no you took away work from me? I m soo sad"
The above example is real.
You can have structures were low performing students get tossed out to reduce work or even to gose school numbers.
Then you have the current set up which is the oppisite the kids are fucking money and the district gets money for each kid in the seat and all it takes is one or two kids to hold everyone else hostage, with their distruptions.
Also the lesson plans are micromanaged by the state you have to move so many kids along the smart kids are bored an give up the slow kids are frustrated and give up. small class sizes and giving teachers the freedom to do their job would be best in my opinion
Now do this to black run schools and again it will be you guessed it niggerdom
