He really is an idiot. You can't just take raw fish that isn't intended for sashimi and make it sashimi. The fish has to be frozen in a very particular way to ensure that the fish worm parasites, anisakid nematodes, are killed. if it isn't intended to be eaten raw, then it isn't frozen in that specific way. If you eat raw fish that isn't intended to be eaten raw you can get Anisakiasis, which is caused by these nematodes (worms). The hypermajority of fish that are intended to be eaten well cooked contain these worms or their eggs and will make you ill. Never, ever eat any raw fish that isn't specifically designated as for sashimi or sushi. The exception is that fake crab stuff since that isn't raw, it's really highly processed white fish that has already been cooked.
Also, don't use fish that isn't specified as for sashimi or sushi for ceviche. The citric acid just makes it looked cooked due to the way it interacts with the fish proteins, it isn't actually cooked and if non-sashimi/non-sushi fish is used, you can easily get Anisakiasis from it. People will tell you the citric acid kills the parasites. No, it doesn't. They can survive human stomach acid if they are swallowed alive. No acid used in cooking is anywhere near as acidic as a human stomach and the worms can survive that, so some dilute citric acid isn't going to kill squat.
Any anglers here can back me up on this.
