NOAA is responsible for the National Weather Service, Storm Prediction Center, National Hurricane Center, Space Weather Prediction Center, Weather Prediction Center, Climate Prediction Center, and many more things. They deal with the atmosphere and oceans.
If you cut them, say goodbye to radar stations, weather balloons, weather models, weather warnings, weather (including fire weather) predictions, and more.
All private weather companies rely on NOAA's data. They do not produce their own analysis, the only exception is potentially basic weather stations which mean almost nothing.

I 100% agree with that, that is one major issue I have with NOAA, but to cut the agency completely would be foolish.
Also, the Climate Prediction Center focuses on temperature/precipitation outlooks up to a month in advance. Surprisingly, the CPC aren't about the climate doomerism stuff.

Governments- local or otherwise- with very few exceptions like building malls or zoning new areas aren’t like businesses in which you can raise capital to expand or improve and get a positive ROI. Governments are there to manage, provide essential services, upkeep infrastructure and occasionally give grants to promising enterprises or charitable causes. The money they spend almost never leads to increased tax revenue from increased economic activity, especially in this case where you have dilapidated but functional roads going from 99% utility to 100%.
This means that governments have a mostly fixed income year over year, and supposedly have the task of making it go as far as possible. Raising debt eats into that money in the future far more than just delaying slightly and having the money on hand to do it would cause things to worsen. Any debt would not be raised without interest, and interest is only worth it with a good ROI, which isn’t the government’s job.
Left to fester, you end up with, for example in the federal government, a $38T national debt and more spent on debt servicing than is spent on the military. (It’s slightly different with them as they can just print more, but printing causes even more problems.)
Voting gibs into existence now is a failing prospect. Excepting specific economic development plans.

You are right about these thing's in literally everywhere except the circumstance of Chicago and Illinois as a whole. The city itself and the state expand economically for a litany of industries thrive here naturally and expand on their own. Your view is only understood from the standpoint of really any other place. Not all of these debts are created equally and paid for in a traditionally fashion economically when it comes to either place.

Would make sense. Syrian opposition was in part funded by Israel and the Greater Israeli Overseas Territories because the russian air-defence emplacements given to them have… had the capabilities of shooting down the refueling aircraft for a deep strike into Iran. Now would be the time with Syria overthrown, Trump’s commitment to Israel, and the rumors a few weeks ago that he’d support limited strikes into Iran.
