They don't understand because they have never seen the process of land investment play, they think a town is something you build and not grow. They don't understand that first you build a mine, then houses for the miners and families. Then you build shops so the miners can buy goods. Then the shops need to be staffed so you build homes for the workers. Then some people born in this mine town decide they don't want to mine and start a business. And finally when the mines run dry then what you have left is a new town with industry, business and roots.
