no, it's done by organized charities. funding travel for a minor, arranging visas, finding families to host is not something done by parents (remember at least one of them is dead that's the whole point) etc, it requires a ton of organization.

this is an actual thing, I'm most familiar with teenagers who had been affected as children by violence during the Troubles, and were matched with Irish-American families back in the 80s and 90s and came to stay for a few weeks. but it's also done for other groups.

again this specific group could be scammy but there's nothing about the idea of sending children affected by violence on a nice trip that is suspect, that's a normal thing and I think it has been since immediately after WW2.
