I don't see how creating a financial incentive to gain public support for Ukraine aid is a bad thing. America is a democracy after all. Foreign investment will help revive Ukraine after the war is done. I'm glad we have administration that is somewhat interested in realpolitik and not being unrealistic virtue warriors.

I do see a reason for some to be worried about US involvement. I think lessons should be learned by not meddling so much into domestic politics that you piss Russia off.
