It doesn't mean a plug-in hybrid, it means an engine rotating at a constant RPM (most effective range) riding a generator, which in turn drives an electric motor. With the optional battery buffer. Like most non-electric trains these days, or a bunch of heavy ships (some still drive the propeller directly).
So they don't need an electric network, they need fuel.

Even assuming its true, I can't imagine Europe standing beside literal child soldiers either. Assuming this is true, more likely the thought is to register these boys as still being in Ukraine, so they can draft them at 18, to prevent any more flight from the country. Extremely optimistic to think they'll still be in a position to draft anyone in another four years, but what's a government for if not to do pointless things that pretend to solve problems.Can't imagine it being a popular decision, they're not even finished with their 18 year old draft plans since they're still in the "asking nicely" phase with the contract stuff they're trying to sell them.
