I'm very happy about all these operations against the cartels and invaders; hopefully we don't lose good people carrying them out. On top of eliminating - whether by ejecting them or killing them - these criminals, US law enforcement and military are gaining some badly needed experience and knowledge. Having firsthand experience dealing with novel tactics like the bomb drones is crucial if you don't want to get rinsed by those sorts of tactics in a near-peer conflict. It is not the correct ruling for them to make. These were not authorized payments. Nobody voted on this. Congress didn't authorize it. USAID was writing blank checks that saw no review underneath anyone. They were given carte blanche to pay whomever they wanted whatever they wanted and was completely unknown to anyone and everyone outside of the government. There was no oversight for the work being done. They do not have to power or ability to distribute that money to ANYONE.

Even though the order did not require it, the State Department was doing its due diligence in considering each agreement individually, chosing to continue/end, and then dispersing payments per protocols to check for waste/fraud/abuse which can take weeks under the best circumstance.
