One question. How is a sweeping pardon with no singular person named as the person pardoned not the same as a bill of attainder? Like you could just push out a pardon saying "Anyone who kills X person is pardoned" which is basically giving someone a bill of attainder or applying Outlaw status to someone while still having them live within the legal system.
