Terrorism is meant to punish people who would use violent or criminal means to punish society or punish a political actor. The intent is unique but broad enough to be a modifier that isn’t going to apply to every crime or almost no crimes. This makes it a worthwhile one to have on the books as it seeks to fulfill the need to discourage a specific type of crime. Can this be abused by a government, yes, but is it uniquely abusing innocent parties, no. In order to be punished for terrorism you have to be convicted of another crime, if you don’t commit a crime you can’t be a terrorist.
