It’s basically because the cells which become the hair cells in the cochlear are derived from the neural crest. The neural crest is an embryonic structure and many cells that have melanin in also come from there. There’s no blue pigment in eyes, or green, only derivatives of melanin. the colour if the eye is partially physically derived - that means it’s down to melanin etc, and the colours blue and green are made by how the melanin is distributed in the iris as light passes through. So you need these melanin carrying cells in the eye to form colours. If there’s very little of it, the eye tends to more blueish (and if there’s none at all you get the albino look.)
So - These cells migrate to their final positions (this is why babies have grey blue eyes - the cells that take melanin to the eye have to travel from the neural crest and this takes time. When you see the final eye colour coming in it’s these cells migrating. Before that you’re seeing the reflection of the pigmented RETINAL epithelium.
If the coat is white and the eye is blue, it’s far more likely that there’s been a problem with the neural crest cells travelling to the eye on that side, and in turn the ear as well, so blue eyes and deafness are strongly (but not completely) associated.

At one point in time, Arabian horses (not the fucked-up halter ones, the actually rideable ones) were at least moderately popular for endurance riding, where you're racing over mountains and shit. They were well known for their stamina. I remember seeing cool pictures in the magazines lying around the communal tack room (they even used weird-to-me aussie saddles!) at the barn where I took lessons.

This was when I was a kid, though, so I imagine the scene meta has changed a lot since then.
