on the EBT thing, I had regular Food Stamp style EBT card in Florida on-and-off through bad work circumstances a few times
the way it worked was it paid for not-hot food, that's all it checked for, was the item not-taxed per food, and was it not hot
so a COLD pile of tendies from Publix deli (same price as hot) was kosher, as was fresh sushi
stuff that wasn't food like paper towels or booze would automatically not get paid for, so if I had a stack of regular stuff and a pack of paper towels in the mix there would be two bucks left for me to pay automatically figured out by the machine
this is set up at the inventory level and not really a thing random clerk can influence the outcome of to any great degree
iirc Target machines were absolute mongoloids about figuring this out. they would try and have a seizure each time, otherwise most places didn't have any issues or would just say "no you have to do them seperate"
there was some asian groceries though that had EVERYTHING in the story inventoried as "grocery"
I was getting some odds and ends like fish sauce, and threw in, I forget, a keychain or some chopsticks or some crap, and I figured it would just auto-do it but they just rang up the whole thing

so yeah you're not going to pull that off at Wal-Mart so much but there are certainly shithole enough places that do it either actively or out of ignorance

Every state is different. The rules can even vary county by county. Even that's irrelevant if there's no supervision or enforcement of those rules and there has never been an incentive to do that, only trouble.

As someone who has been homeless and used food stamps before, I was shocked to learn that things like energy drinks and candy were completely viable to purchase with food stamps. There is literally no nutritional value to any of those things, yet if I wanted to I could have spent the 300~ dollars on spicy chips and Gatorade. About a month or so of being EBT I finally got a job and they still sent me the benefits, so I didn't have to worry about food for a while, which helped me save money, but only because I bought ingredients to make things that last multiple days. If I had just bought a lunch of frozen dinners and other junk, that 300 wouldn't even last the entire month.

The thing with these programs is that there's a minimum threshold where if you are below it you are unable to perform the functions needed to actually hold a job.

Like having a single monthly payment is hard even for college students and is suspect there's many people here who would have a hard time budgeting if they weren't paid bi-weekly. The nogs who can't budget would spend the last two weeks of the month with a completely different diet then the start of the month and would be starving and having their work performance suffer.

Planning a week at a time is much easier, as if you notice you need something you only have to wait maybe 3 days to get it instead of having to remember you need it for three weeks.

Framing the issue as a public health problem, and "think of the children" is RFK Jr's strategy so far. He could attack the "corporate welfare" angle, but that makes some strong enemies. Finding a way to retain corporate profits while getting rid of the soda menace would be a less painful solution. He could also try pitting 2 industries against each other.

iirc part of the logic behind dumping the resources into a flat ebt card that can be used whatever ways is that setting up the logistics of a food distribution network is a challenging enough thing that it's already an industry unto itself with people competing with each other to be most efficient at it
and the stores sure as shit aren't going to play along with any system that expects them to track how many chicken points a pack of legs is vs a pack of thighs, they'll just opt out because it won't be worth the reimbursements to the stores, meaning it'll end up back on the state to set up the distribution network
