And without getting into exactly how fast they were able to trace that when the powers that be aren't supposed to have a searchable database, what I think the original point was getting at is that they are extremely rarely, if ever, instrumental in solving a case, and when think about the circumstances needed, why would they? You would need to have no knowledge of the shooter, but some how had the gun left behind to be recovered, serial number intact, and hope that the trace of purchases leads to the shooter without the chain being broken by a private sale or being stolen.
