Only one point of failure. Remember, we already have issues with photo ID being faked to get into places or buy things that are restricted. (Although now that modern IDs have barcodes on the back and a state-level database, that's less common.)
Social Security card is not needed. Proof of citizenship is just birth certificate. An ID is needed to prove that the person presenting the certificate is indeed the person on the certificate. I believe it now needs to be a photo ID. Passport alone is sufficient as it is both an ID and proof of citizenship.
