Everyone and their mother knows that Smally did illegal things and would go to court. Why not double check to see if he got it right? The result would be the same anyway. He seems to know this particular area of local law (emphasis on "seems"), so until some actual Korean lawyer shows up and says he's full of shit, he'll be the default source on this case.

It hardly seems incredibly implausible that a different country would have a different definition of "prior offenses" for the purpose of sentencing, but again, he's our only source I know of and has the incentive to jazz up the case for griftbucks.
