Normally it wouldn't matter how good you are at something if you do a thing for eight years you are by default better at the thing then you were in the beginning but we don't see that with Mald. That could be because its a spaghetti code he didn't make and has no acquired knowledge/passion to figure out.
He could just be using the keys instead with sockpuppet accounts or having his buddies do it to boost the steam reviews. Hell, it's only taken him 8 positive reviews during April to get it back to "Mixed". It's not necessarily an incorrect assumption that if he hands out the keys to people he doesn't know, he can't control the reviews and there's only so many simps in his chat that have bought the game and can give a positive review. Additionally there's a not insignificant number of negative reviews with under an hour played while the bulk of recent positive reviews tend to have well over an hour played but we know some of the recent positive reviews are from simps.

You can request a manual review of your refund request if you passed either treshold, but whether you can make a case or not to get the game refunded for no updates is anyone's guess.
