Think about it. The goal is to become a globalized, Neo-liberal, hypermodern Democracy and win either by: assimilating all other cultures into your regime, having your culture become the dominant one on the map (American globalism), forming a one-world religion, etc. The populace, like how historiography is distorted today to view all people in the historical record as the same as the people of today, riot if you don't enact emancipation (Civ IV), the ideal liberalist "woke" form of government is typically the best way to win.
There is the inclusion of "great scientists", figures that stand out in history as greats in their field. Such greats like the many African scholars that achieved, um... stuff? And of course you can't forget the women that contributed to the sciences (seriously, the amount of great people in Civilization that turned out to have not truly accomplished much, but were included because of their pre-natal traits is alarming)!.
All leaders and nations have an equal shot at winning the game, exemplifying the "woke", egalitarian mindset that all peoples and races are equal. The Zulu going to the moon, despite them still being in the Iron Age upon European contact? sure! The Maori creating megalopolises using feats of engineering that the British and Americans didn't develop until the 19th century? Why not!
Political strategy games are really the hub of proto-"woke" entertainment, with liberal ideologies and unending increasing freedoms being the best path forward in most.
