I think that this is pretty likely due to the fact that he still uses them, he's had pimps steal his purse before, and if he did something similar in Mexico he's much more likely to be killed for it. I don't know much about Portugal's law enforcement but the bar is so low for Mexico that i don't think they could possibly be lower. Murder in Portugal probably results in life in prison while in Mexico its a wallet from a corpse paying for lunch.
