New Wage Floors for H-1B Starting July 1 Effective July 1, 2025, new wage rules will require significantly higher salaries for H-1B workers. Some roles will require $20,000 to $40,000 more per year. This is intended to eliminate low-wage hiring models and make H-1B sponsorship unaffordable for small or mid-sized companies. Extensions and job changes will also trigger the new wage levels.

I would rather see the H-1B program eliminated entirely, having become "import infinity foreigners to undercut American wages", but this is a good first step.

One of the cheats companies often use to claim they can't find any skilled local workers is to list the a job with insane requirements (e.g. must be an expert network engineer, and an expert Windows admin, and an expert HP-UX admin, and React-js web developer, and an expert Fortran developer). To add insult to injury, these listings are often coupled with what would be an insultingly low salary (e.g. a network engineer might make $100k at the low-end, and the maximum salary for the position is $70k). To fight this gaming of the system, I'd like to see some further restrictions:

1. The company must have offered the position internally, and received no qualified applicants for at least 6 months. A partially qualified internal applicant does not count for "no qualified applicants". If a partially qualified internal applicant applies for the position, and the company does not train them into qualification for that position at their own expense, the clock is reset.
2. After being available internally for at least 6 months per 1, above, the company must have advertised the position externally at a salary no less than 1.5 standard deviations above the median salary for that position for that area, and received no qualified applicants for at least 6 months. The position must remain available to internal applicants during this time under the same restrictions as 1, above, and any internal applicants so hired must receive the same salary offered externally. Similar to 1, above, partially qualified candidates must be hired and trained into full qualification of the position at the company's expense, or the clock is reset.
3. If the position continues to receive no qualified applicants after 6 months advertising the 1.5 standard deviation salary, the company must split the position into separate positions based upon a logical separation of job duties. Those split positions themselves shall be subject to steps 1 & 2, above.
4. Only after the above steps have been taken, and the position has been split, offered internally, offered externally, and nobody trainable into the position applies for any of the split positions, even after offering 1.5 standard deviation salary, can the company actually, truthfully say there are not enough qualified US citizens to fill this position, and can apply for an H-1B visa to fill it. The person hired under the H-1B visa must be paid a salary least 1.5 standard deviations above the median.
5. In order to renew a visa, the company must advertise the position internally and externally and receive no qualified applicants for at least 6 months before applying for renewal. The requirements for partially qualified candidates as in steps 1 & 2 still apply. The person hired in lieu of renewal must be paid at least what the H-1B visa holder was paid.

Companies respond to financial incentives. Hiring foreigners needs to be expensive, and hiring American workers the cheaper option. Further, letting perfect be the enemy of good can't be allowed to be an excuse.

It's a shame, I used to really like Leguizamo. I thought he was great as Tybalt in that Romeo+Juliet movie way back, he of course was an ideal drag queen in that old Wong Foo movie (from the 90s, when drag queens were just gay men with too much flamboyance and not kiddie-grooming predators), and I was one of the ten or twelve people who actually watched "House of Buggin'" when it was on the air. I think the funniest thing is that he cries about the action movie "Executive Decision" because according to him he was supposed to have a much bigger role as one of the commandos but when he showed up on set and the director saw how short he was, the director pulled a bunch of his lines and relegated him to being more of a background character.

Also on that film he cries about how Steven Seagal choked him or something. Also him and Kurt Russell didn't get along and exchanged angry words because apparently he was acting like his normal annoying spic self and Kurt Russell was there to do serious work and couldn't respect what a waste of semen Leguizamo was.

Im Canadian and Im obviously obsessed with American politics because first and for most because Washington's policies effect us (Canadians) more than Ottawa's.

Case in point in Trumps first term our gas was cheaper, our house prices were raising but they hadnt become absurdly overprice and mass immigration was not great but not at great replacement levels bad.
