It really depends on the board and/or the communities it fosters.
I used to frequent three generals. Lurked one, rarely posted in the second, activly participated in the third.
After 4cuck shut down, #3 relocated to 8chan.moe almost immediately, like 2 hours afterwards. While initially slow, it began to pick up the pace as the word started to spread and more people were finding their way in. As Jewsh mentioned on some past MATI, every honest poster was receiving a shock therapy over just how fucking good .moe was. None of the usual suspects were present, no sudden namedrops, no drama, no cuckfaggotry, no nigger spam, no doomposting. One faggot tried his ol' reliable samefagging tactic without reaizing that the board had IDs, so he burned himself immediately and never came back. Threads were fast and high quality aside from the occasional (1) trying to bait and shit it up only to be laughed at and banned, because the site and board owner (two separate people) actually, you know, does what an owner is supposed to do.
After 4cuck went back online, the thread was immediately remade there and instantly got flooded with garbage, with multiple (1)s trying to falseflag on both sites trying to make it seem like "everyone moved". Nobody was buying it, and those few who did, came back in absolute disgust because NOTHING FUCKING IMPROVED. In fact, it got worse because all the honest people were on 8ch, while all the shitposting faggot thirdworlders were on 4ch. Fast forward to this day, the 4ch thread is either dying or nobody is responding to the bait inside, so the attention-starved faggots occasionally try to stir up shit in the 8ch one.

Threads #1 and #2 did not exist at all for a few days after 4cuck died, despite there being several 8ch boards they could migrate into. I knew at least some of the posters were present on 8ch, since they mentioned the generals by name. Eventually, both got remade, and were painfully slow. Like, ~300 posts across several days slow. None of the usual discussion. Zero. Nichts. Nada. Nothing. I eventually gave up on having them open because nobody would ever respond to anything.
After 4cuck rose from the dead? Instantly remade, instantly at bump limit, 2.5 threads a day almost, filled with attention whoring, twitter screencaps, obvious samefagging, racebaiting and everything else you can think of.
What was the deciding factor, you might ask?
#1 and #2 have a discord. #3 does not.
It's your reminder that everything bad you see in the threads is coordinated via discord.
 
How are IDs assigned? It can't just be based on IPs, right? I always wondered that about /pol/, but never bothered to learn more.
They are. And it's enough. Before you say "but you can just swap via VPN or TOR" - mods and admins can tell when someone is ID hopping. They do not persist between threads or boards, so other anons can't "track" you across them.
And besides, imagine this scenario. An Absolutely Abhorrent (AAA) post gets made from a fresh (1) ID. Nobody responds to it, people either mock or immediately filter it, and the ID goes silent. A few minutes later, another new (1) pops up and starts agreeing with AAA, this time posting multiple times and using the usual shitposter lingo. What do you think happened:
a) a genuinely disgruntled person responded to a "pressing issue" presented by AAA,
b) AAA is a samefagging nigger and both IDs belong to him, either from the same machine or multiple ones.
More deranged individuals IP hop mulltiple times while regurgitating the same garbage. They always get banned and have their shit subsequently deleted.

No, and I do mean NO honest posters complain about IDs. SEAmonkeys and other filth will try to project "but muh anonymity" onto you, without realizing that IDs are basically like wearing a mobile, colored box that covers you from head to toe. Nobody knows your name, nobody knows what you look or sound like, but everyone can see, hear and remember that the faggot in the bright yellow suit was yelling about nigger worship before.

Complete anonymity doesn't work with the current Internet. There is simply too many (underaged) subhumans using it.
 
I'm not against IDs, I was merely curious. I don't participate in "board culture" at all. My interest is in some of the technical aspects of it. Thanks for the explanation.

If it's like how bans are tracked, it's cookie-related, too. You can switch IPs on a ban, go back to post, and get a new IP banned if you don't clear the cookie. It's also related to the post timer. If your IP changes and the cookies are intact, you don't need to deal with that 5 min timer to post a new thread (or the old 15 minute timer for posting at all).
So if you switch IPs and your cookies stay, your ID will still be the same, most likely.

They don't. I switched countries because the original one was loading everything super fucking slow, and my ID changed. Moderation probably has access to more than just IDs.
