If Sally did apply for Supplemental Security Income (SSI) benefits on behalf of Chance and she is receiving his tugboat, this means one of three things:

1. She's his representative payee (rep payee), someone who manages these types of benefits to ensure that his immediate basic needs are met (food, shelter, medical expenses). These go to her bank account. She also has to report any time he moves, he's hospitalized/incarcerated (as SSI benefits stop during this time), has a change in income (as SSI benefits are tied directly to other forms of income, including other benefits), or if he has more than $2,000 in liquid cash or vehicle assets (anything higher than this must be refunded immediately; any overpayments are either immediately clawed back or are taken out of future benefits - they do not fuck around).

Upon her death, someone (i.e. Ed) would have to alert Social Security (SSA) about her death and return any unspent benefits (scroll down to open FAQ box). SSA would then stop sending benefits to her account, and unless someone else applies to be Chance's rep payee, they will likely find him a new one; in order to become his own rep payee, Chance must get a doctor's signature and submit a request to SSA (which, if he never knows about his benefits, he never will be able to; for the first time since his birth, this wouldn't be his fault). Once a new rep payee is chosen, any withheld benefits are then sent to their account as a back payment, and then the monthly benefits resume. I'm not 100% sure what happens if they fail to find him one, though (SSA's site doesn't seem to have clear information about it, nor did this ever come up in my work experiences).

We can ponder a few things from the above:

• Sally doesn't want either Chance or herself to move because that requires alerting SSA, and that's too much effort for the old crone. Additionally, if she signed up Chance as disabled, then she doesn't have to file an annual Representative Payee Report (that shows expenses paid using his benefits) as long as he lives with her (scroll down).
• Sally doesn't want Chance to go to jail (be it from him attacking her or being a pedophile) because the benefits would stop.
• Sally doesn't want Chance to work because the benefits will either decrease or stop. This could be why she doesn't push back against his claims of "this is my job."
• Sally buys Chance toys and/or doesn't bat an eye at her credit card being stolen because she needs to keep his bank account under $2,000 each month; again, these expenses can be hidden because she doesn't have to file an annual report.

2. She's his rep payee, only buys him the essential things, and uses the rest for herself and Ed, a form of Social Security Fraud (Misusing Benefits by a Rep Payee). This is actually more common than one realizes: One employer was skimming some of our dependents' benefits (she was quietly fired and no report made so the organization wouldn't get hit with a major scandal), and many family members will just take the money and use it for their own personal bullshit (another employer always did what we could to get these dependents' under our care instead).

3. She's not his rep payee and is committing Social Security Fraud (likely Identity Theft). Chance has no knowledge of this whole thing, only getting his Hot Pockets, sludge, and mushed food that he barely touches. As I think about it, though, even if Sally filled out the application as a third party proxy, Chance would still have to sign the application himself for it to be valid. If so, she could still be committing fraud even if the above scenarios are true.

tl;dr - If Chance has a tugboat and Sally's collecting it, it won't immediately be transferred to Chance unless he knows to become his own rep payee; if she is getting his tugboat, I think she's committing fraud.

Regrettably I missed the boat when it comes to Cyraxx... which is a shame, because Chauncey absolutely loved raxx. I know he's a terrible person, but when I first saw Cyraxx I couldn't get over how unbelievably cursed his appearance was, and just felt bad for him. It seems like I really missed out though, Chauncey once told me that raxx's peak arc was the best content he'd ever seen from any lolcow.
