And yes most of these four-star generals are redundant and unneeded. They are so high up in rank they have no idea what life is like for the normal troops under them. Unlike these twitter obsessives I've actually been in the military. Whenever one of these high ranking officers showed up it was a massive pain in the ass because instead of focusing on our jobs we had to stop everything to LOOK good in front of the high-ranking officer. Forget about our actual duties, looking good for General Whatshisname was more important.

And yes the higher up in rank you go the more it becomes a game of politics. I recall an officer reading out a briefing about how we should respect transgender people and it was obvious he didn't give a shit and was just reading it because it was orders from higher up. Then the high ranking Sergeant is calling people cocksuckers and the other Sergeants are bored in the field and asking privates to say the most offensive racist jokes they can.

This is Infantry I'm talking about. So obviously if you're Air Force HR your experience will probably be different.
