I was also thinking India or Japan, more the latter. Taiwan could be a dark horse (and major fuck you to Chyna, but Japan would also fill that box), and far but decent considerations are South Korea, Argentina or Italy.

If it's Canada that's such an immediate cuckening I would have to leave work early because I would not be able to stop laughing.

Though you're right that most of the time you have to ping as a member of the usual suspects, either through behavior or appearance to get the first contact for an escalation to start. So in short, don't be a first amendment auditor, dress middle to upper class and don't do anything in public spaces that isn't specifically advertised/promoted there and they'll probably ignore you.
