That dam looks full as fuck, they probably had to release water before it started to overtop/sustain damage. You can't just just close a dam and stop water indefinitely. Rains and snow melt keep coming. Dam are meant to regulate water reserves, not just stay closed forever.

I remember reading a historical fiction novel once where the Black Death completely wiped out Europe, so white people only existed as a few scattered tribes in Ireland and thus North/South America and Australia ended up advancing their own native cultures, and in the modern age it was India (actually the province of Travancore that took over all of India) that became the world's dominant superpower. It was a very interesting concept. Wish I remembered the name.

The value of public works handling fresh water and removal of waste via sewers is baked into European culture and its direct colonial ventures like the USA, Australia etc very deeply. England was just caught flat footed by the extremely high amount of change happening in a small window of time so they couldn't get these public works planned, funded, and constructed fast enough. India among other nations has an extreme disregard for public hygiene and allows trash and open sewers to linger, every successful nation on the planet, like Japan for example follows a European model regarding this issue and the Europeans learned it from the Romans.
