Most likely, his behavior is so odd that it draws attention and complaints to law enforcement; it is from his position reasonable (to him) to think that he is being followed or stalked, when in reality he's just so fucking nuts that people regularly report him to the law.

Guarantee you John the Violator believes he's completely without sin despite him obviously being obsessed with sex and generally being a perverted, shitty person. I mean, he isn't unique in regards to being a shitty person who thinks they're actually a good person because they're religious, every religion has people like that...however, he isn't even trying to give off the illusion of being a decent person. I'm sure it has a lot to do with his obvious psychological issues, but you don't see too many people who claim to be devout Christians blatantly speaking about how they want to fuck every beautiful woman they see in a magazine or on television as well as openly admitting to owning skin mags.

I suppose the 20+ year gap between the two sentences could be the reason, but I am not sure.

I would think most states have different stances of sex offenders who sexually assault someone who's one year away from the age of consent (16 in most states) versus a 9 year old child.

And thats not at all minimizing what John did to his step-daughter.
