I can absolutely see POCD developing in someone who was abused themselves, or who was around or near someone who was. I'm probably on a watchlist for googling what it was, but I busted out laughing seeing it's literally means pedophile OCD. Never heard of that specific term ever in my life but I can imagine it's an actual thing with some horrific implications.
I've heard of OCD mental cases of fearing death, shootings, injuries riding in a car, etc. If it's like that, then this person is outright admitting they have constant vivid thoughts about harming children in all sorts of demented ways.
