So I listened to the Watchamacallit city council meeting with Rusty yesterday. How long before Russel comes back and insists the city use eminent domain to cease the hooker approved property and hand over to him?

That was his initial plan and part of his PowerPoint. He did however amend his plan at the very end because he had discovered that that was strictly forbidden by the State Constitution. Something the City clearly knew.

Apparently the City is well familiar with who Russ is. And he has been bombarding them with insane hooker e-mails for years. My working hypothesis based on his e-mails with Ruth is the City was finally going to do something about it. They calendared Russ's bullshit for May 6 and were going to discuss and vote on his proposal to expand the whore district whether he was there or not. This would let them take public commentary. Seemingly discuss it. And then kill the idea dead for the next 20 years or so. Asked, Answered, guidance for future requests established. The City Council will not be taking further inquiries to this matter.

It was actually brilliant. Even more so when Russ was desperately trying to reschedule. They didn't need him there. They were just using the retard to set the cities clear policy going forward so if anyone who was not a retard tried it. Such as Gilman, it would just be insta denied. Wiemmucca had heard from the retard. Had heard from the public. Had reached a consensus. And had set the city policy going forward. All thaks to Shitlips. All nice and legal. City's are like Courts. They control their calendar. You can't keep spamming them with the same request over something like this month after month. They gave the matter a clear public hearing. Decided the City would not be expanding the whore district and that this will be the cities formal policy going forward.

He is the owner of one of the larger businesses in town. A 100 year old Hotel. A keystone of their tourism plans. Bailock also appears to be 100 years old himself. One of those well weathered western types who don't take no shit. He's almost certainly dealt with the City Council many times before. He's dealt with every employee of the City government. Even those not related to him.

If the subject of Hookers and the Slim Shady gets brought up again old Mister Blaylock is gonna get himself a shovel and that will be that.

Personally I'm not sure how being told they can't open a brothel (which they have shown no inclination of doing, and which Russ' is literally bitching about) would then somehow encourage them to sell, but maybe I'm just not 5head enough to understand Russ' strategy.

Boss Gilman is too old and too busy to bother expanding his brothel enterprise and seems happy focusing on the Mustang Ranch.

No, they told him they did need his consent, if anything was actually going to happen to his property's zoning. But Russ was only asking if the city would be willing to expand AE zoning anywhere, including near the Gilman property. This is a generic question posed to the council that they can answer without needing his input.

Notice that when they took up Greer's agenda item, they called out that this was a very narrow item under consideration. They were explicitly restricting their consideration to the overall topic of AE zoning, to get the general sense of the council on the idea. Scott Shady and the Gilman lot were mentioned as potential sites, but neither were required to get the council to say "no thanks we're not interested".

One last thing, it's not clear on first listen, but the council member on the far end of the table (left of Greer) mentioned that he personally called Baylocq when he saw Greer's powerpoint. Baylocq called in because he was (rightfully) concerned about being discussed without notice from Russ. I don't know if Baylocq had dealt with the council before, but he probably appreciated the head's up from them, and their assurances that he would be involved for any real changes seemed to satisfy him. This seems like small town government doing things correctly, with the council members taking extra steps on their own to make sure things are correct, instead of being secretive or screwing over a local business owner.

I wonder if Russ’s real plan was to try to get a hotel rezoned for whoring without the owner necessarily knowing, so he could like, rent a room to use as a whorehouse in miniature?

@RodgerDodger , Mr. Blayloq said in the meeting that he was new to Winnemucca, I would assume that his company Lithium Whatever has recently acquired the Scott Shady with the intention of turning it into short term stay housing for the miners.

That being the case, if they don't rent out as many rooms as expected and a block is empty, filling it with whores might not be a bad idea really, as long as Shitlips is cut out and Blayloq does it himself except that it would require re-zoning and city council made it clear that shits NOT gonna happen.

The really inexcusable thing was including the Scott Shady potential in the powerpoint he sent over on May 2nd. I don't know how Russ thinks that was appropriate. Maybe Baylocq's email only said "that's an interesting idea but it'll never work", instead of explicitly saying "I will never host a brothel, never ever ever". Russ pretended as if the deal had just fallen through between May 2 and 6, which is clearly false, unless someone called him up after seeing the powerpoint and chewed him out.

I don't know what his original intent was with that powerpoint, but I get the impression his plans completely fell apart over the previous 3 days. The city council clearly stepped in and limited the scope of what was before them, one of them even called Baylocq. Maybe the "business meeting" he had just before the council (and the court hearing) was somebody laying down the law and warning him to stop screwing around. If they had some local knowledge or authority, maybe they were the ones who gave him the Gilman telephone number he waved around in the meeting.

I heard him say that too. I looked up the parcel and it looks like when the Scott family trustees (original owners) died, it was sold to Lithium Investments in 2019.

In general you are absolutely correct. However in the case where you are not running a typical hotel business in a hotel but are renting suites out for 6month or 1 year terms to miners, it may become viable if you don't care about the long term prospects and haven't filled all your rooms.

I don't know the condition of the Scott Shady or if the new owners have any long term plans after the mines play out tho so it's most likely not a good idea for them. It would only fit a few circumstances to be viable.
