With these omnibus bills congress hides everything in the details. In this case they didn't codify doge cuts. Mike Johnson wants to keep insider trading for congress. Etc.

Congress hamstring itself on procedure. Normal bills need 60 to break filibuster(also a procedural rule that can be removed overnight) but not for budget bills so they just stick everything in it.

Basically if you designed a process that allowed congressman to do nothing substantial (and therefore nothing they can be voted out for) for 90% of the year you couldn't get any better than the reconciliation process.

As long as everyone's pork is in the omnibus they can pull shit like "stopping this stops everything!" And it'll pass.
