I think a lot of English people could understand that passage perfectly well. I suppose I might be generous and say the problem is that American English and British English have evolved so separately that older examples of British English are incomprehensible to younger Americans, but there's no way I see only 15% of British readers being functionally incapable of understanding that passage.
