He's only 18, still a kid, It's so wrong to expect him to know any better. The loyalty a teenage older sibling will have for their family could weather burdens which would kill an adult dead.
 
With the summaries out there of what people saw on the footage, what motivation does he have to continue to not release it?

If he says the summaries are lies, then he can release the footage to prove they are.

If they are indeed accurate, but he says the summaries are lies, by not releasing the footage he is confirming that the summaries of what people viewed are correct. The only reason not to release it would be because he doesn't want the footage to agree with the summaries of the people that viewed them.

He's basically in a double-bind. If what he is saying is a lie, then releasing the footage will verify he was lying and prove the summaries are correct. If he doesn't release the footage people will have to assume that the summaries are correct because otherwise he would release the footage to show they are false. So, not releasing the footage is a guaranteed loss, the only way for him to "win" is to be telling the truth and release the footage, but we know that is literally impossible/will never happen.

You literally can't win, Nick.
Nick's last line of defense is he can just say to Melton's fans and his few remaining sycophants "they're lying, the bodycam footage is nothing like that!"

So I'm searching for the legal mechanism that prevents anyone from accessing these records without stating some kind of discretionary reason that isn't stated here?

The issue is if the order that i've seen posted here is just to change the status of the material from "received" to "not accepted" that does not mean a judge has stated that the bodycam is sealed/restricted.
Unless I'm missing something key I don't understand why this order matters?

(Bodycam was offered of the record in plea deal)

They're trying to post hoc change the status of the exhibits to "not accepted" so that technically they are not part of the record, because then they would be disclosable as public court filings included in the record. It's really quite unethical to do that. Imagine the government submitting evidence about Jeffrey Epstein, a corrupt politician, etc. and then going back to "undo" the submission as part of a plea deal handshake agreement in order to prevent dissemination of the submitted evidence.

That's literally what is happening here. It's not the highest stakes here because it only concerns a drunk, allegedly child-abusing, nitrous-huffing, holes-in-brain failed lawyer, but this is a mechanism that could be used to hide submitted evidence about anyone. It's hard to overstate how fucked up that is.
 
I’m struck by the little one saying to the police a few times, “my daddy said to not open the door.” Like she was trying to understand the incongruity of learning at school/in media the police are helpers and then being told by the person that’s supposed to protect you that they’re trying to hurt you.
