Blue cities and states all across the country have already been doing that for years. Tearing down roads, replacing lanes with unused bike/bus lanes or extra-wide sidewalks, banning parking for new construction, timing lights so you always hit a red, lowering speed limits to comically low speeds, speed/red light cameras, congestion charges, toll lanes, EV mandates, and countless other policies designed to make it so that only the rich can drive.
