Pretty much anywhere that voided/overturned generalized "sodomy" laws in the past 50 years wound up accidentally legalizing bestiality until they explicitly outlawed it directly later on.

Sodomy laws weren't just "lol hang the fags" knee-jerk laws in most cases. They were used to prosecute no end of sexual deviancy and abuse, and quite a few places were shocked to discover later on that they had no legal means to substantially punish zoophilia. It was never an issue of "lol [insert-state-here] supports horsefuckers!" but more an issue of "we never had to worry about you fucking perverts like this before and it wasn't an issue until you started filming your pimply ass being penetrated by your pit bull in 4k and posting it to Youtube last year."

Was it a legislative mistake to tie animal sexual abuse to sodomy laws? Yes. Did the faggots who love sucking off their pet goats take full advantage of those sodomy laws being repealed? Oh fuck yes they did.
