Even if the game doesn't have any sexual material, is it still clearly a lolicon fetish game with the target audience being adults who love little girls.. it shouldn't be targeted towards children. Sadly, Japan has a much lower standard in regards to age ratings and exposing children to fetish and even sexual content is very normalized there.
