Right but they control all 3 branches of government. Why are they still blaming the Deep State (TM) instead of removing them or just ignoring them? Or, could it be, that the Deep State (TM) is just an imaginary boogieman that they tell you so they can do whatever they want and blame it on them?
As I understand it's because they exist outside the government structure or are embedded in roles with protections. In the UK our analogue for the "deep state" might be the civil service, which was able to avert the will of government through
filibuster and the judiciary. These people are usually appointed, and they carry their appointers views with them even after they're gone and keep acting in their name essentially. A lot of why they do this is based on conjecture and speculation, but it isn't a partisan issue (
It's a shame it's become one though — Anyone who's made the call for "money out of politics" is basically clamouring for the same thing); either the appointments were the suggestion of lobbyists or in alignment with said lobbyists, or because it guarantees hindrances to their ideological opponents, even those who reside on the same political
wing.
It's a shame on voters because it enables groups outside the electoral process to directly step over them. The politicians themselves don't really have motivations to tackle it since it benefits them or their party in some way so its just ignored. The only point of contention is how organised it all is (illuminati-tier or just a natural consequence of the system) and to what varying degrees of maliciousness (if there is any) they're acting on. They might earnestly believe their intentions are good, so they'll act in opposition to elected authority - it happens.
Anyway, if I'm using the true definition of "deep state", the Trump is currently being stymied at the moment by it due to his own appointments, who were the suggestion of McConnel who pushed the
Federalist Society.

This serves as an example of what I mean. The "deep state" may include and interwoven with lobbying groups, think tanks, advisors, judiciary appointments, corporations, organisations, self-interested persons, etcetera. What doesn't help is that so many organisations and groups out there exist that it's difficult to even become aware of them. I only became aware of the Federalist Society myself a few months ago.
The Deep State is also a real thing by the way. I guess Trump repopularised the exact term but the idea of a section of government having more authority than they should isn't a first.
In the United Kingdom, the Civil Service has been called a deep state by senior politicians. In 2018, Steve Hilton, then advisor to David Cameron, claimed Tony Blair had said: "You cannot underestimate how much they believe it's their job to actually run the country and to resist the changes put forward by people they dismiss as 'here today, gone tomorrow' politicians. They genuinely see themselves as the true guardians of the national interest, and think that their job is simply to wear you down and wait you out."

It doesn't matter how much of the government you control if you're beholden to those who cannot be removed conventionally and have the power to stop you in your tracks.
