Very few of those "Libyan" refugees were actually Libyans. They were just random migrants from all around the Middle East who were being given free passage to Europe by NGOs in response to European governments inviting them in.

Historically, NGOs resettle as many refugees as the government lets them. In fact, there were more refugees
before our Iraq and Afghanistan wars than afterward. 9/11 and the aftermath appear to have seriously disrupted resettlement operations, despite the official ceiling not changing. It was highest in the 1990s, despite the USA waging very little war during this decade. NGOs had no trouble finding people to bring as many people here as Bill Clinton would let them.

Despite the Syrian civil war raging for the next decade, contrary to your claim that NGOs have us by the balls and can import as many refugees as they want if there's a war, refugee resettlement plummeted. It was as simple as the Trump administration telling them, "no."
The truth of the matter is that there is no such thing as a "refugee crisis," not in the sense of a crushing mass of people at your border that you just have to let in. Refugee resettlement was lower in 2004, when the USA was engaged in two wars, than in 1994, when we were engaged in zero. It's purely manufactured, a response to your local government announcing the door is open and anyone who wants to come in will be let in. All you have to do is close the door, and the "crisis" disappears overnight.
