During the Spanish Civil War, the Stalinist and Moscow controlled Communist Party posed as a party of respectability and order in the Republic against Anarchists, Syndicalists and Social Democrats, certains types they particularly loathed anyhow. They probably put more effort into harming them than the Nationalists.
I can understand if they come from an African country that's Z aligned (like Taore's regime) and don't possess any better options for foreign work or education, because their visa or passport is rejected in every other developed western country and their family doesn't possess enough money to send them out to Dubai or China instead. But even then, most immigrants to Russia come from the Caucasus and Central Asia, where it's still common to have Russian as your second language and Russian media like movies or music are prominent enough to make integration easier (for what little integration is feasible).

Fun fact about Cuba: In the 90s, when the USSR collapsed, Cuba was on the brink of a North Korea style famine. When the Russians stopped selling Cuba oil and fertilizer at bargain bin rates, the large centrally planned farms that relied on massive quantities of fertilizer became non viable. So the socialist government made the correct call to abandon their stringent central planning. Also, the government started a MASSIVE push to get the population of the cities into Urban agriculture. That means, in practice, that every inch of the cities that could be used to hold soil was used to grow small quantities of vegetables. If you went to Cuba in the 90s you would have seen pots of growing vegetables on every balcony, street and park.

Which is funny because Stalin was stupid enough to allow them to join the Popular Front government. It's just funny seeing Marxist-Leninists cry about the Anarchists, in the war, and totally ignore Stalin's history of making unholy alliances, and seeing them backfire spectacularly (see the KMT-Chicoms in China, see Molotov–Ribbentrop). He had a very stupid foreign policy that called for switching between social fascism when it hurt the left, and prompting popular frontism when it was suicidal to leftist causes.
