Cops won't ask "should we be concerned?" if they they feel concerned they'll use that as reason to search, and having a nazi flag or even being a self proclaimed neo nazi with 1488 tattooed across your forehead isn't grounds to have police search or even visit your home, least of all from someone on a train passing by that happened to notice a flag on someones property.
