30k likes for that many views isn't that unrealistic but it's definitely on the high end
What's concerning is the rate at which the likes came in at. Video was posted July 4th, on July 15th the Wayback Machine had it archived at 3.9k likes. Somehow the video gained 26k likes in the last 9 days (well after new YouTube videos are pushed by the algorithm).It went from a 2% like-to-view ratio to a 12% like-to-view ratio. 12% is high but it's not inconceivable. 4% is usually what you see. Obvious botting would be consistently hitting 30% on videos that obviously don't have that level of engagement or impact even among fans.
Edit: what's more is the video itself only gained 62k views and 26k likes, meaning that since July 15th the video received a 42% like-to-view ratio. Yea, these likes are definitely botted imo.
