It depends on the state. Some states force E10. Others its optional. In my state normal pumps are all E10 but I can still get "race fuel" at Sunoco and VP gas stations.

Now you understand why lots of people despise the EPA. Not only do they introduce and enforce stupid rules that make life difficult for individual Americans, but the EPA is also regularly used by the federal government (usually when Democrats are in charge) to ding or impede businesses personally disliked by the administration. This also happens at the state level where state environmental protection agencies come up with some dumb, technical rule to kneecap businesses that the governor does not like (or may actually be competition for the governor's own business interests). Environmental regulations can also be used to harass individual citizens whereby a specific species of X (doesn't matter what it is) exists on someone's property, is declared protected by the state or federal EPA, and the government sends niggers to pester you about it whenever they want.
