Hell, even requiring formal rulemaking, and greater judicial review with more narrowly interpretations of enabling statutes, in more situations would help the industry a lot in this regard.

One piece of injection molded plastic, two if you count the collar, vs the 8-10 pieces of the current one that require assembly. The cans haven't changed aside from no longer having a vent hole in the back, all the nozzles share the same threads. Even if you bought all the new tooling you'll probably save money in assembly costs in fairly short order, and there will probably still be some people who want the newer ones since they are legitimately almost spill proof.
