That'll never fly. That kind of thing has to go through the UN to have any chance of sticking, and both Russia and the US have veto power (which they will obviously exercise on this kind of thing). The UN is generally useless, but this is one of the few things nations tend to respect its decisions on.

You might be interested in this. It lists all filed/reported congressional trades. They even have an index fund open to the public that tracks those trades (on the theory that you'll get rich like the congress critters if you invest like they do). The only problem of course is that there's a lag between the actual trades and the date they get reported, often a gap of a month or more. Day trades are impossible with that kind of lag, but generally if a stock they've moved into or out of hasn't had a major move since the date of purchase, it's probably a good bet.
