Ehhhhh...I think you're probably right about which she said mostly because a Capitol building is something that could clearly crumble, whereas it would be a little less common to say that about a capital city. So yeah, paraphrasing her comment as "If Washington D.C. crumbled..." is inaccurate. But it's metonymy either way, the Capitol symbolizing the government and American state vs. the capital, the seat of American government.
