Sure but how is that superior to a fixed-rate mortgage for the home buyer? With a conventional mortgage, if the rate goes down you can refinance for a lower payment, if you want to shorten the term you can pay extra, or if you just want to lower the payment without refinancing, you can pay extra and recast the mortgage, and if rates go up, the monthly payment doesn't change.
